School Board Minutes 5/21/2015

                        A meeting of the Berlin Board of Education was held in the Berlin High School library at 6:00 p.m. Present for the meeting were Nicole Plourde, Donald Labrecque, Corinne Cascadden, Julie King, Amy Huter, Tim Forestall,  Dan Record, Martha Miller, Autie Hamilton,  Roland Pinette, Cheryl Pinette, Kevin Carpenter, Veronique Legendre, and Debbie Dupuis.

MINUTES         On a motion by Donald Labrecque, seconded by Denise Valerino, the Board voted to approve the minutes of the May 7, 2015 meeting public and nonpublic sessions. The motion passed unanimously.

WARRANTS                On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to approve the warrant dated, May 25, 2015 for the amount of $338,573.49. On a roll call vote, all members voted in the affirmative.

FINANCIAL REPORT        The Board reviewed and approved the Financial Report.

COMMENTS                None    

FED/STATE GRANTS        On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to authorize the Superintendent to accept monies for federal and state grants that occur during the 2015-2016 school year. On a roll call vote, all members voted in the affirmative.
                        On a motion by Donald Labrecque, seconded by Louise Valliere the Board voted to authorize Corinne Cascadden and Bryan Lamirande to sign federal accounting forms for SAU #3. The motion passed unanimously.

1:1 DEVICES             Autie Hamilton informed the Board of the technology training offered during April vacation and will be continued in August and October to instruct teachers to teach using the 1:1 student devices. All teachers participate in training which is  like an online course. He explained that there is a three year warranty on the devices. Kevin Carpenter shared the preparation on policies and protocols. The devices will be implemented during the second quarter after the teacher trainings are completed.

CONFERENCE              Veronique Legendre gave a presentation that she used at a National Conference on Bilingualism and literacy for students with disabilities.

SUPER’S REPORT        The Superintendent informed the Board of the following issues:

  • Administrative Goals for 2015-2016
  • The Herren Project event on June 2, 2015. This is a community event on substance abuse.
COMMENTS                None


MEMBER BUSINESS The Board discussed the issue of unpaid tuition for three students from Milan. Since the deadline for payment was May 1, 2015, the Board is questioning why payment or any confirmation of payment has not been received. The Board is recommending the Superintendent send an invoice requesting payment within 10 days and not to wait for the final tuition payment at the end of the school year.
                        A motion was made by Denise Valerino to send an invoice to Milan for the three tuition students with a due
.                       date. There being no second, the motion failed.
                        On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to instruct the Superintendent to email SAU #20 to request written confirmation of the amount stated, a response deadline of June 2, 2015 and payment by June 4, 2015. The motion passed unanimously.
                                                                                
NON PUBLIC              On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to go into nonpublic session at 7:13 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.

                        On a motion by Denise Valerino, seconded by Louise Valliere, the Board voted to come out of nonpublic session at 7:33 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session.

STAFFING                On a motion by Donald Labrecque, seconded by Denise Valerino, the Board voted to approve the following staffing changes:

                        Resignation:

                        Karen Meserve – Early Retirement

                        The motion passed unanimously.

EDUC HARDSHIP   On a motion by Louise Valliere, seconded by Donald Labrecque, the Board voted to reverse its original decision to disapprove a Manifest Educational Hardship request and to approve the request for the 2015-2016 school year. The motion passed unanimously.
                        
ADJOURN         On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to adjourn it’s meeting at 7:35 p.m. The motion passed unanimously.

NONPUBLIC SESSION
May 21, 2015

On a motion by Donald Labrecque, seconded by Louise Valliere, the Board voted to go into nonpublic session at 7:13 pm in accordance with RSA 91-A3II (a), (b), and (c). On a roll call vote, all members voted in the affirmative.

The Board reviewed a settlement of a Manifest Educational Hardship request

The Board discussed staffing.

On a motion by Denise Valerino, seconded by Louise Valliere, the Board voted to come out of nonpublic session at 7:33 p.m.~  The motion passed unanimously.~
